Federal and state broadband money is awarded on the basis of coverage maps that residents frequently say do not match what they can actually buy at their address. A county-level study — speed tests, price surveys, address-level checks — gives the county evidence to challenge those maps and to target subsidies.

This example petition asks the board to commission that study through a university or independent consultant, to publish the raw data under an open license, and to hold a public hearing on the findings before the next grant cycle.

Adapt it by naming your own state broadband office and the grant deadline you are working backwards from.
