Extreme heat does not knock down buildings or flood basements, which is part of why it took cities so long to treat it as a disaster. It kills quietly, indoors, mostly among people who were already vulnerable — and almost every tool that reduces the danger is controlled locally: shade, building codes, cooling centers, utility shutoff rules, park hours, bus shelters, work rules and emergency response.

This article explains how cities are organizing around heat, what the evidence says about the main tools, and the tradeoffs a resident should understand before the next budget hearing.

Why the same city can be 20 degrees hotter on one block

Heat is not distributed evenly. According to Heat.gov, the federal government’s heat information hub, highly developed urban areas can run 15°F to 20°F warmer in mid-afternoon than nearby vegetated areas, and neighborhoods within one city can differ by as much as 20°F.

The causes are physical and fixable:

  • Dark surfaces — asphalt, parking lots, dark roofs — absorb solar energy all day and release it at night.
  • Missing vegetation. Trees cool through shade and through moisture released from leaves.
  • Building arrangement that blocks wind and traps heat between structures.
  • Waste heat from vehicles, air conditioners and industrial equipment.

Health effects follow the temperature map. Heat.gov cites CDC data putting heat-related mortality in large metropolitan areas at about 0.3 deaths per 100,000 people per year, with higher temperatures also raising risks of respiratory illness, heat exhaustion and heat stroke, plus higher electricity demand and more air pollution.

How cities are organizing: heat action plans and chief heat officers

A heat action plan is a written playbook that answers, in advance: what temperature or heat-index threshold triggers action, who declares it, which facilities open, who gets checked on, how the public is warned, how outdoor workers and school activities are handled, and who reports the results afterward.

Some governments have gone further and created a dedicated position. The chief heat officer role was developed with the Adrienne Arsht-Rockefeller Foundation Resilience Center, whose network now includes officers in Athens, Melbourne, Santiago, Freetown, Cape Town, Kisumu County and Dhaka, along with a global chief heat officer created in partnership with UN-Habitat. Jane Gilbert, who held the first such role in Miami-Dade County, now serves as the center’s chief heat ambassador supporting US efforts.

Miami-Dade’s day-to-day work sits in its Office of Environmental Risk and Resilience, which handles extreme heat through public education, policy and partnerships — including a heat and hydration grant program, run with the Miami Foundation, that helps small businesses buy water stations, shade equipment and cooling tools. The argument for a dedicated officer is coordination: heat cuts across a dozen departments, and without someone accountable it becomes nobody’s job. The argument against is that a new position can become a communications role without budget authority, and that the same money could buy trees, shade structures or cooling assistance.

The toolkit, and what the evidence says

Cooling centers and heat relief networks

Libraries, community centers and recreation centers open as cooling spaces during declared heat events. They are cheap and fast, which is why nearly every city starts here.

The recurring failures are about access rather than the concept: centers that close at 5 p.m. when evening indoor temperatures peak, sites that require an ID or turn away pets, locations that are not on a bus line, no overnight options, and no outreach to people who are homebound. The cities with the strongest programs pair fixed sites with mobile outreach, transportation and a published list that updates daily.

Tree canopy and shade

Shade is the most effective low-tech cooling tool a city has, and the most unevenly distributed. American Forests’ Tree Equity Score scores neighborhoods from 0 to 100 using canopy, surface temperature, income, employment, race, age, language and health factors, covering all US urban areas — roughly 260 million people. Its central finding is blunt: trees are sparse in lower-income neighborhoods and neighborhoods of color and more plentiful in wealthier, whiter ones, a pattern rooted partly in 1930s redlining.

The catch is time and maintenance. A tree planted this year provides meaningful shade in 10 to 20 years, and unwatered street trees die. Planting programs without a watering and pruning budget are a common and expensive failure, as are canopy targets with no plan for the private land where most planting space exists.

Engineered shade — bus shelters, shade sails over playgrounds, covered sidewalks and awnings — works immediately and is often the fairer comparison for capital dollars.

Cool roofs

Reflective roofing is the best-documented building-level intervention. EPA reports that cool roofs can lower maximum indoor temperatures by 1.2–3.3°C (2.2 to 5.9°F) in non-air-conditioned residential buildings, and reduce peak cooling demand by 11% to 27% in air-conditioned homes. There is a wintertime heating penalty, but EPA notes it is typically offset by summer cooling savings, partly because winter sun angles are lower and snow cover masks the effect in cold regions. Costs vary — infrared-reflective pigments cost more — and low-slope roofs may need periodic cleaning to maintain reflectance.

Cities implement this through building code requirements for new construction and reroofing, and through rebate programs for existing homes.

Cool pavement

Phoenix has treated more than 140 miles of streets with reflective coating since launching the program in 2020. Arizona State University research found treated surfaces up to 12°F cooler than conventional aged pavement during the day, consistent with earlier findings of 10.5°F to 12°F lower at noon and in the afternoon.

The same research shows the limits honestly: reflectivity declined over 10 months from a range of 33–38% to 19–30%, meaning reapplication is part of the cost, and effects on air temperature so far “appear to be small but beneficial.” Reflective pavement can also increase radiant heat felt by pedestrians standing on it — one reason many experts rank shade above reflectivity for sidewalks and bus stops.

Rules that protect people indoors

Some of the most consequential heat policies are not about temperature at all:

  • Maximum indoor temperature or cooling ordinances requiring landlords to provide working cooling, as Phoenix enforces.
  • Utility shutoff moratoriums during heat season, and cooling bill assistance.
  • Weatherization and AC assistance for lower-income households and older adults.
  • Backup power at facilities serving medically vulnerable residents, because a heat wave plus an outage is the deadliest combination.
  • Workplace heat standards, which several states including California, Oregon and Washington have adopted, with federal rulemaking on a national standard underway.

What a credible local heat plan contains

If your city is drafting one, look for these specifics:

  1. A heat map of surface or air temperature at neighborhood scale, ideally from a community mapping campaign with volunteers.
  2. Defined triggers — a heat index threshold, a number of consecutive days, or a nighttime low — and who has authority to activate.
  3. Named responsible departments for each action, not just “the city.”
  4. Vulnerable population outreach: who checks on homebound residents, who coordinates with outdoor worker employers, who handles unsheltered residents.
  5. Transportation to cooling sites, including free fares on activation days.
  6. Public data: heat-related emergency calls, emergency department visits and deaths, published annually.
  7. A capital pipeline for shade, canopy and roofs with funding attached and a schedule.
  8. An after-action review following every declared heat emergency.

  • Are there rules requiring landlords to provide working cooling, and how are they enforced?
  • Is there a utility shutoff moratorium during heat season, and how many households were disconnected last summer?
  • What is the plan for a heat wave combined with a power outage, especially for residents on medical equipment?
  • Who is accountable for this plan year-round, and when will results be reported back to the council?

What you can do next

  • Find the plan and the meeting. Heat plans are usually adopted by council resolution or embedded in a climate action plan. Check the town hall calendar and your local officials in the directory.
  • Get the local numbers. County health departments and fire departments track heat calls and deaths; a public records request will get what is not already posted.
